I am partially agreed with the above quote as “Everything is not fixed. There is always space for freewill. “Your whole life is not dependent on your previous birth karmas. Your previous birth karmas decide your parent, siblings, family status etc of this life. The day or moment your start doing something (karmas), you will start getting the results of it, may be later or soon.
You have to bear the results of your karmas either soon or later.
You have no control on the timing of results of your karmas but you have full control on your karmas.
Everything is not fixed, because God cann’t be that mercyless with human beings. In Bhagwat Geeta,Krishna says, I dont decide or do anything with you, its all your karmas which builds you and destroy you.
“Life is what YOU make it “.
E.g. You belong to a economically sound family, you have enough money in your pocket etc. its all because of your previous birth karmas. Now your freewill starts as what you do with that huge money, either you spend it on fake luxury OR you spend it smartly etc. Your freewill gives you opportunity to improve, do good karmas, recover your ill karmas etc.
So, always enjoy your freewill and do good karmas.

As per my knowledge, there is some range limit in which a native can do changes. And, it is very difficult to identify that range accurately. In other words, we can say that there is a limited freedom only.
Sometimes a person put lot efforts to achieve something but he doesn’t get success. It is just because he is trying to achieve beyond his freedom.
